Two changes, one in Mexico and one in the United States, alter the real cost of an imported fastener and make it necessary to review contracts, inventories and suppliers. Here is what changed and what to check.

1. Mexico: tariffs of up to 50% on countries without a trade agreement

On December 29, 2025, Mexico published in its Official Gazette (DOF) a decree amending its general import tariff schedule (TIGIE). It took effect on January 1, 2026 and modifies about 1,463 tariff lines.

Who it applies to: goods from countries without a free trade agreement with Mexico, such as China, South Korea, India, Vietnam, Thailand, Taiwan and Indonesia.

How much: rates from 5% to 50% depending on the product; most lines were set at 35%.

Sectors: among others, iron and steel, auto parts, plastics, home appliances, textiles and footwear.

Exception: it does not apply to goods that qualify as originating in a country with a trade agreement.

According to Mexico’s Ministry of Economy, the affected lines accounted for USD 51.9 billion of imports in 2024, 8.3% of Mexico’s total imports.

What it means for fasteners: the exact rate depends on each product’s tariff line (bolts, screws, nuts, washers, lag screws), so check the current schedule or ask your customs broker. What is clear is that the price gap between an Asian fastener and one made in North America has narrowed significantly.

2. United States: Section 232 now covers steel fasteners

If you or your customers ship to the U.S., the other key change is Section 232 on steel and aluminum:

In August 2025, the Commerce Department added 428 HTS subheadings to the list of steel and aluminum derivative products, including a wide range of fasteners.

Under the April 2026 proclamation, products in HTS chapter 72 and most of chapter 73 pay 50% on full value, while derivatives with more than 15% metal content pay 25%.

USMCA qualification does not exempt steel, aluminum or copper from Section 232.

In July 2026, Mexico, the U.S. and Canada began the USMCA joint review, and Mexico has made steel a central issue. Until an agreement is published, current rules remain in force.

3. What to review in your fastener sourcing

Tariff classification of every part number. The same bolt can fall under different lines depending on material, head or finish.

Actual origin. Ask suppliers for evidence of country of origin; rules of origin decide whether you pay the duty.

Landed cost. Price + duty + freight + safety stock + replenishment time. With duties of 35% or more, unit price is no longer the deciding number.

Rule-change risk. The USMCA review and Section 232 lists keep moving; adding a regional supplier reduces exposure.

Lead times. A regional supplier responds in days or weeks, not months of ocean transit.

The role of a regional supplier

Manufacturing in Mexico does not remove every duty; Section 232, for example, applies in the U.S. regardless of origin. But it does remove Mexico’s tariff on non-FTA countries, shortens the supply chain and makes it easier to adjust volumes quickly. APISA Fasteners manufactures standard fasteners, such as Grade 5 hex bolts and threaded rod, and custom made-to-drawing parts at its plant in Hidalgo, Mexico. If you are reviewing your import costs, send us your parts list and we will help you compare.

This article is for information only and does not replace advice from a customs broker or trade specialist.

Frequently asked questions

When did Mexico’s new tariffs take effect?

On January 1, 2026, under the decree published in the DOF on December 29, 2025.

Do the tariffs apply to fasteners from the U.S. or Canada?

No. The decree applies to countries without a free trade agreement with Mexico. Goods originating in FTA partners, such as USMCA countries, are excluded.

Does USMCA exempt fasteners exported to the U.S. from Section 232?

No. USMCA qualification does not exempt goods from Section 232 duties on steel and aluminum.

Sources

Posta: Mexico confirms new tariffs on 1,400+ lines (Spanish)

Galicia Abogados: 2026 TIGIE reform (Spanish)

ArentFox Schiff: Commerce adds 428 HTS codes to Section 232

Brownstein: Derivative products tariff adjustments

ICPA: USMCA joint review, steel and aluminum

Mexico’s new tariffs on non-FTA countries and U.S. Section 232 steel derivative duties change the cost of imported fasteners.
